Greater Manchester Waste PFI project

Greater Manchester Waste PFI project involves a £640 million construction programme to provide waste services for over 973,000 households in the Greater Manchester area, recycling around 1.3 million tonnes of waste material each year. 

The landmark project represents an important step for the UK on the road to meeting national and EU-wide waste and recycling targets.  Once completed, it will divert more than 75 per cent of Greater Manchester’s waste away from landfill – contributing directly to the UK’s commitment to achieving 50 per cent recycling / composting and a 65 per cent diversion from landfill by 2020 in accordance with EU requirements. 

The project will have particular importance for the area given that Greater Manchester accounts for six per cent of national waste, making it England’s largest waste disposal authority.

Extensive build programme

As part of the extensive build programme, five mechanical biological treatment (MBT) facilities are being constructed with the first of the five starting to take shape.  The facility at Reliance Street, in Newtown Heath – to the East of Manchester city centre – has been under construction since the start of the contract in April 2009 and is due to start commissioning in early September – with handover expected in early 2011.  A number of facilities are being built over a period of time and a phased approach is being taken to keep the old facilities open whilst the new ones are being built.

The facility at Reliance Street will be capable of handling up to 100,000 tonnes of waste a year and will feature two welt anaerobic digestion tanks that will produce methane from the organic fraction of the waste which is first subjected to mechanical separation.  This will then be used to fuel a Combined Heat and Power (CHP) plant which will provide heat and electricity for both the site and the National Grid. 

As part of the new build programme, Tata Steel (formally Corus) has provided approximately 4000m2 of double sided Colorcoat HPS200 Ultra® pre-finished steel in Goosewing Grey and Vandyke Brown to Euroclad for the manufacture of the cladding systems that make up the internal and external roofs and walls of the MBT facility at Reliance Street.  The demanding build programme involved the supply chain working closely together with the Building Development Team along with the Architect, Lakesmere, Euroclad and Tata Steel Colors.  To date, Tata Steel Colors has specified 54,000m2 of its Colorcoat HPS200 Ultra® for the Greater Manchester Waste PFI project.

Colorcoat HPS200 Ultra®

Colorcoat HPS200 Ultra® represents the ultimate combination of performance, durability and corrosion resistance.  For the MBT new build project, double sided Colorcoat HPS200 Ultra® was specified – meaning the same topcoat and corrosion resistance primer was applied to the both sides of the metallic coated steel substrate.  This provides the extra protection required for the demanding internal environment of the MBT facility, where the internal walls and roofs will be subjected to high levels of humidity and factors which might promote corrosion.

Colorcoat HPS200 Ultra® uses the unique and proven Galvalloy® metallic coating which features a special mix of 95 per cent Zinc and 5 per cent Aluminium – providing unrivalled corrosion protection.  The metallic coating is essential to the performance of the pre-finished steel and the Galvalloy® metallic substrate offers a combination of increased barrier and sacrificial protection when compared with conventional HDG coatings.  In the case of the MBT facility these were crucial considerations due to the aggressive external and internal environments the facility will be subject too. 

There are many factors that need to be balanced when constructing a new industrial facility.  In the case of the MBT facility at Reliance Street, the building has to be constructed to the highest levels of quality whilst taking onboard the demanding external and internal environments the facility will endure once operational.
